The GO-NORTH contract passed 3-2 over unresolved conflict-of-interest questions. Wheeler and Councilor John Stephen voted no.
Voting in opposition of the contract were Executive Councilors David Wheeler, R-Milford, and Stephen.

A sympathetic program name does not exempt a contract from scrutiny, and it should not buy anyone a pass on who profits from it. Voting no on something that sounds good is the hardest vote in politics.
It is also the vote taxpayers most need someone willing to cast, because the contracts that waste the most money are never the ones with unpopular names on them.
