Four councilors voted to take on a new taxable loan. Wheeler voted no by himself.
The taxable loan was approved 4-1 with Executive Councilor David Wheeler, R-Milford voting to oppose it.

He also stood alone that day against a $50 million bond authorization. Being the only vote against something does not appear to bother him, which is the entire reason the seat is worth holding.
Since January 2025 Wheeler has cast 70 no votes, more than any other member of the Executive Council, and 28 of them were the only no vote in the room. He does not need four colleagues to agree before he protects taxpayers.
