He had asked what the state was surrendering and never got a straight answer, so his vote did not move. Plenty of politicians vote no once for the headline and fold when the item returns. Wheeler does not.
The same day he cast lone no votes on $1,961,773 for a new early learning center and $1,110,110 in demolition grants. Nobody joined him on either one.
