Wheeler supported the study on the merits. He still would not vote for it until the state showed him how the bidders had been scored.
Wheeler said the packet he received did not include the rating of the various contract bidders in relation to the weighting of the contract and the amounts offered.

Scoring is how you tell whether a contract was won on the merits or handed to somebody and justified afterward. It was not in front of him, so he would not vote.
Backing a policy and rubber-stamping a contract are two different jobs. Wheeler has never confused them, and it is why he ends up casting more no votes than anyone else at that table.
