The state wanted to borrow for maintenance at Cannon Mountain: roof repairs, water pipes, lift equipment, a $709,500 package. Wheeler was the only councilor to vote no.
Executive Councilor David Wheeler of Milford, a Republican voted against a request to get loans for general maintenance at Cannon rather than using capital budget money or revenues from the rent from the lease at Mount Sunapee.

His objection was not the repairs. It was the financing. New Hampshire already collects lease revenue from Mount Sunapee and already budgets for capital upkeep, and both exist for exactly this. Borrowing on top of them means taxpayers pay interest on a bill the state could settle today.
Debt is just a tax scheduled for later. Wheeler has spent his career voting like the bill eventually comes due, because it does.
